The phoenix barb is most recognizable by the "blush" on its gill covers. It's a sign of maturity. Before reaching full size, it looks almost identical to the grass carp, with no distinctive coloration on its body. The market value of a phoenix barb is much higher than that of a grass carp's, though, so there's no need to worry about getting the wrong fish when buying grass carp.
