It can be found in the Omni-Gallery in the Deep-Sea Fish tank.

Spiny hatchetfish live in the deep sea and are rarely seen.
An old and obscure manuscript once recorded that, should one encounter rows of vertical lights in the pitch-black depths, it means one's not far from the underwater city.
Multiple studies by later generations have proven that the "vertical lights" are very likely to be spiny hatchetfish. As for the "underwater city," well, that remains a mystery.
