It can be found in the Omni-Gallery in the Cool-Water Fish tank.

Sweetfish have a strong sense of territory and usually stay within their claimed areas.
Therefore, a unique "decoy fishing" method is used for sweetfish — using one sweetfish as bait in another sweetfish's territory will lure out the resident, making it easier to catch.
